What is Click-through rate (CTR)?

Click-through rate is the share of people who clicked after your thumbnail appeared on their screen. Divide clicks by impressions and you have it. On YouTube it is reported as impressions click-through rate and it measures one thing only: whether the title and thumbnail together were interesting enough to interrupt a scroll. It says nothing about whether the video was good — that is retention's job. CTR always falls as a video reaches beyond your own subscribers, because strangers click less than fans, so a high rate on a small number of impressions is normal and not yet proof of anything. Judge it after a few thousand impressions, not a few hundred.
