You can, but paid views rarely turn into loyal subscribers unless the video is already good at holding people. In-feed ads on a strong video from an Islamabad creator can bring relevant first viewers. Spending to inflate view counts on a weak video teaches YouTube nothing useful and usually wastes the money.

It depends on the goal, the audience and the season, so there is no reliable general answer. Views on YouTube can be inexpensive, but views are not customers. We compare platforms on cost per real enquiry or sale for your business, which is the only comparison that counts.
Not by itself. Ad views are counted separately from how YouTube judges organic performance in most analytics. The risk is paying to push a weak video to the wrong people, which can bring low-quality subscribers who never watch again. Good targeting avoids most of that.
