How does YouTube ads pricing work? Do I pay per view?
It depends on the format and bid strategy. With skippable in-stream ads on a views goal you generally pay when someone watches 30 seconds, the whole ad if shorter, or clicks. Bumper and other non-skippable ads are bought per thousand impressions. In every case an auction sets the price, and Google bills the spend separately.

The longer answer
YouTube ads are bought inside Google Ads, through video and Demand Gen campaigns. Each time an ad slot opens, an auction runs among advertisers targeting that viewer. What you pay depends on your bid, how many others want the same audience, and how likely the viewer is to engage with your ad. Narrow, high-value audiences cost more; broad audiences cost less per view and are worth less per view too.
The charging event changes by format. Skippable in-stream ads on a cost-per-view bid charge you only when the viewer watches past the threshold described above or interacts, so people who skip early are free. In-feed ads, which look like a thumbnail in search results and suggestions, charge when someone chooses to click and watch. Bumper ads, which last up to six seconds and cannot be skipped, are bought on cost per thousand impressions because everyone sees them. Campaigns optimised for conversions may be charged on impressions rather than views; Google Ads shows which applies when you set them up.
A hypothetical way to budget a first test: decide how many real people you want to watch your ad properly, multiply by the cost per view your first few days show, and add a margin. If you want five thousand proper views and the first days show views costing PKR 4, that is roughly PKR 20,000 of spend, before you know anything about whether those viewers buy. These are made-up numbers; use your own.
Cheap views are not automatically good value. A view from a child watching cartoons on a parent's phone costs little and is worth nothing to a furniture shop in Rawalpindi. Placement exclusions, sensible age targeting and remarketing to people who already know you often raise the price per view and lower the price per customer.
