Do views from YouTube ads count toward monetisation?
Not for the watch-hour requirement. YouTube's Partner Program help says watch hours from ads are not counted toward the public watch-hour threshold, so a Pakistani creator cannot buy their way into monetisation with ads. Ads can still bring a good video its first relevant viewers, who may then subscribe and watch organically.

The YouTube Partner Program has eligibility thresholds based on subscribers and either public watch hours on long-form videos or views on Shorts. YouTube's help pages state that watch hours from ads do not count toward the public watch-hour figure. The rules and thresholds do change, so check the current Partner Program page before planning anything around them, but do not expect paid viewing to be the shortcut.
Paid views do appear in YouTube Analytics, under the advertising traffic source, so you can see how many came from ads and how they behaved. Some may show in the public view count too, depending on the format and how people watched. That is part of why paying to inflate view counts is tempting and why it misleads: the number on the video goes up while the channel's real standing does not.
Where ads genuinely help a channel is in reaching the right first audience. If a creator in Rawalpindi has a strong video that holds viewers well, an in-feed ad aimed at people interested in that topic can introduce the channel to viewers who then subscribe and come back on their own. Those organic return visits do count, and they teach YouTube's recommendation system who the channel is for.
If the video is weak, ads make things worse by bringing in viewers who leave quickly and subscribers who never return, which can dilute the signals YouTube uses. Fix the title, thumbnail and opening first; promote second. A one-time channel audit is usually a better first spend than an ad budget for a channel that has not found its audience.
