Do followers matter less than saves?
For reach, yes — saves and sends move a post much further than a follower count does. Instagram's own head has said sends per reach is the signal they weigh most heavily for Reels. Followers still matter for one thing: they are the audience you keep on the days a post underperforms and the feed ignores you.
The longer answer
The two numbers answer different questions. A follower is a one-time decision someone made about your account, possibly two years ago, possibly while half asleep. A save is a decision about this specific post, made now, meaning the viewer intends to come back to it. A send is stronger still, because the viewer typed a person's name and put their own reputation behind your content. Instagram has been publicly clear that sends relative to reach is what it weighs most for Reels ranking, and it shows in what travels.
For a business the saves are also the closest thing to intent you can measure for free. A fabric wholesaler in Raja Bazaar posts a carousel with lawn suit rates per thaan and gets 180 saves against 40 likes. The likes are people scrolling; the 180 are people planning a trip to the market with those prices in their pocket. That page can tell which designs to stock next month from the save counts alone, which no follower number could ever tell them.
But do not throw the follower count away, because in Pakistan it still gets you paid. Brands, agencies and PR firms here still price collaborations off follower counts, event invitations still go to accounts above a threshold, and a shop deciding whether to sponsor a creator looks at the number before it looks at the analytics. That is a commercial reality independent of how the algorithm works. Followers also give you a floor: when a Reel does badly, your followers are still there next week.
The way to hold both is simple. Make content worth saving and sending, and let the followers accumulate as a by-product. It never works in the other direction — accounts built for follower count first end up with a large number and posts nobody keeps.
