Does watch time matter more than views?
Watch time matters more, and it is not close. Views tell you how many people clicked; watch time tells YouTube whether the click was worth serving. YouTube's monetisation bar is 4,000 public watch hours in 12 months, not a view count — a 10,000-view video with 30-second retention earns you almost nothing.

The longer answer
A view is a decision made before anyone has seen your content. It measures your thumbnail and title. Watch time measures the content itself, and it is the number YouTube uses to decide whether to keep showing you, because YouTube is selling the minutes people spend on the app. This is why two videos with identical view counts can have completely different futures: the one people finish gets suggested next to other videos, and the one people abandon quietly stops being served.
The monetisation maths makes it concrete. To join the YouTube Partner Programme on the long-form route you need 1,000 subscribers and 4,000 valid public watch hours in the previous 12 months. Four thousand hours is 240,000 minutes. A tax consultant in Blue Area publishing 10-minute videos that hold viewers for 4 minutes needs 60,000 views to get there. If those same videos held viewers for only 90 seconds, the same 60,000 views would produce a quarter of the watch time, and the channel would still be short of the threshold after a year of work.
On the short side the accounting is different and worth knowing. Since YouTube changed how Shorts views are counted, a view registers when playback starts, so the view number on Shorts inflates easily and the engaged-views figure is the one to read. Instagram and TikTok never published an hours threshold at all — there, what travels is watch time expressed as completion and rewatches, plus sends. The principle survives the platform change: getting the click is the cheap half.
Practically, this changes what you cut. We would rather deliver a client a 7-minute video that holds people than a 14-minute one padded to hit an arbitrary length. Half the editing work on a long-form video is removing the parts where the viewer would have left.
