Here is what a reasonable promise sounds like. The agency agrees a list of real questions your buyers ask, records what each major assistant says today, then does specific work: rewrites key pages to answer those questions directly, makes your business facts identical across your site, Google profile and directories, adds structured data, and improves your presence on the sources those assistants read. Each month it reruns the same prompts and reports honestly what changed. Ask any provider which prompts they will track, how often, and what they will do if nothing moves after a few months. If the answer is a guarantee instead of a method, keep looking.
