Is it okay to buy a leads list or phone number data in Pakistan?

Lists of phone numbers are sold widely, often described as 'verified buyers' or 'Islamabad property investors'. In practice the seller rarely shows how the numbers were collected, when, or with what permission. The same list is often sold to many businesses, so the people on it have been called repeatedly and have learned to ignore unknown numbers. Whether using such data is lawful is a question for a lawyer, and we would not rely on a seller's assurances.

The practical risks are clearer. WhatsApp's business policies require that people have agreed to be contacted, and accounts that send many unwanted messages get reported and can be restricted or banned. Losing the number your customers already know is a heavy price for a few cold enquiries. Cold calls and SMS from an unknown business also create complaints, and in a community as connected as the twin cities, word travels.

Your own leads are different in kind. Someone who filled in your form or messaged you from your ad asked to hear from you, about the specific thing you offer, recently. They are the ones worth spending follow-up time on. Building a list of your own, of past customers, enquiries and people who opted in to updates, is slower but becomes an asset you control.

If you have bought a list already, do not blast it. At most, contact a small sample politely, offer a clear opt-out, and stop immediately if responses are hostile or numbers are wrong. Then put the budget into ads that bring people to you.
