How long should I give an agency before judging results?
Ninety days, with checkpoints. Week one you should see output. Month one you should see reach and reply times move. Month three is the first fair point to judge enquiries and sales. If nothing has been published by week two, do not wait for month three. Judge the work weekly and the outcome quarterly.

The longer answer
Separate the two things you are judging, because they run on completely different clocks. The work is fully within the agency's control and should be judged immediately: were the agreed posts published, were they on time, were comments answered, did the report arrive. Miss those in month one and nothing later will fix it. The outcome — followers, enquiries, sales — depends partly on the algorithm and partly on your offer, and asking for it in week three is asking for something nobody can honestly deliver.
Ninety days is not an arbitrary number for organic growth. A new or restarted account has almost no watch-time history, so the platform tests every post from scratch rather than pushing it to a known audience. It typically takes something like twenty to forty published pieces before the system has enough signal to distribute you consistently. At eight posts a month that is three months. At twenty a month it is closer to six weeks. Volume buys the time, not the calendar — which is the honest argument for a bigger package rather than a longer wait.
Some things move faster and you should expect them to. Paid ads produce enquiries within days, and stop producing them the day the budget stops, so never let ad results be presented as organic growth. Google Business Profile work often shows within four to six weeks because there is far less competition for map results in a specific Islamabad sector than there is for attention in a feed. A brand-new YouTube channel is the slowest thing on this list and anyone telling you otherwise is guessing.
One caution about when you measure. Judging a restaurant page across Ramadan, or a wedding hall in December, gives a distorted read in both directions — a great month can be the season, and a flat month can be the season too. If you have last year's numbers, compare month three against the same month last year rather than against the month before. If you do not have last year's numbers, start collecting them now, because that comparison is what makes next year's decision easy.
