To earn from Shorts, a channel must be accepted into the YouTube Partner Program. One route is 1,000 subscribers plus 10 million valid public Shorts views in the last 90 days; the other is 1,000 subscribers plus 4,000 valid public watch hours on long-form videos in the last 12 months. Shorts views do not count toward watch hours. Once accepted and linked to an AdSense account, the channel can accept the Shorts monetisation module.

Shorts revenue does not work like long-form ads. Ads are not placed inside a Short; they run between Shorts in the feed. YouTube pools that ad revenue, sets aside a portion to cover music licensing for Shorts that use songs, and divides the rest among eligible creators according to their share of views. The result is that earnings per thousand views are much lower than on long-form videos, and they vary with where viewers are located. Pakistani audiences generally earn less per view than audiences in countries with higher ad prices.

That is why the useful question for most people is not "how much do Shorts pay" but "what do Shorts lead to".
